Are Linux boxes region free? I have the impression that Windows boxes are

Seems a tad expensive. Is there a better way?
What about DVD players? Am I pretty much stuck if my player won't handle
other regions?
Does anyone know the reason for "regions"? It seems like a silly idea,
but it must be helping *someone* to make money!
