The 19 hp thing is standard.  It based on some really old law
relating horsepower to number of cylinders or displacement or
something.  An arbitrary number for tax purposes.

Were I you, I would write a letter to the title folks in Jefferson
City, rather than wait in line to talk to the civil servant who
may or may not actually be able to fix the title.
