He's a senator and he knows plenty about what's going on over there.
What do you think the "Bush administration" is going to tell him that will
matter at this moment? The democratic nominee doesn't have any special
powers (beyond those of Senator), so I don't understand the need for a
briefing. After Kerry wins the election in November, he will start
working on transitioning into the Whitehouse and he'll have plenty of
briefings before becoming President in January.
