I think age is a really bad guide to if a person is old enough to decide 
to have sex. If maturity is the defining rule then age has little to do 
with it. I know 14yo's more mature than some 40yo's. Intelligence surely 
isn't based on age because a 14yo is certainly intelligent enough to 
reason out their own decisions. If you're still that dumb by 14 then 
you'll always be dumb. If you're basing it on life experience.. well how 
do you get experience other than by living your own life and 
experiencing the ups and downs related to your decisions?

My general opinion on when people are ready to have sex is when they are 
physically matured enough to do it without any unusual manipulation and 
with that when they are old enough to feel horny. If you're body can do 
it and your body wants to do it then you're old enough to do it. It so 
happens that for me that age was between 12 and 14. That no doubt varies 
for others.
