Here are the criteria from RottenTomatoes (the site I referred to):

They require

(1a) Active membership in one of the following film critics societies/ 
associations [snip]

OR

(1b) current employment as a film critic (i.e. NOT freelance or a staff 
reporter) by an accredited print publication (newspaper, magazine, etc...) 
from US, Canada, UK, or Australia with a minimum of fifty published film 
reviews

(2) Film reviews to be included on Rotten Tomatoes must be 300 words or 
longer.

(3) At least fifty film reviews should be freely available online and 
published by accredited publication/source


Basically, the answer to your question is that to be a film critic, you 
have to write a lot of respectable film reviews.  RottenTomatoes also 
distinguishes "Cream of the Crop" reviewers from others...

What is "Cream of the Crop"? And how does RT choose who goes there?

"Cream of the Crop" is where we place popular and notable critics from the 
top 20 US newspapers and top 5 Canadian newspapers by circulation. Popular 
magazine, web, TV, and radio critics are also included. This area has its 
own Tomatometer. Critics in this area are also accounted for in the 
overall Tomatometer.
