One point that you need to consider here is that there has *already
been* an investigation of this within the army; this (and other
episodes) were found to be so far beyond the beyond as to amaze
those who did the investigation. What we're not quite sure of yet
are things like: to what extent this pattern of behavior would be
seen at other sites? How in the heck did we get in a situation
where we subcontracted out interrogation and (essentially) the
direction of prison guards to for-profit companies? Where was the
official oversight? Why has this report been buried for over 2
months in the army chain of command? (The last one I find
incredibly puzzling; the *worst thing* that could happen in a
situation like this is for you to discover the problem, investigate
it, have the report written, and then not fully act on it so you
look like you're clueless and/or playing catch-up when details of
the problem *inevitably* escape.)
