First of all let me say that I haven't looked into the situation to find
out the facts (not that with the modern media I could get true facts)
but some friends and I were talking about this (well I was just
listening) last evening and several interesting points came up which
bear on the situation.  Also let me say that this is not the answer I
might have chosen had I been in command. 

Western culture operates on a guilt concept.  We're often made to feel
guilty about things we've done.  Arab culture operates on a shame
concept.  And apparently this sort of thing worked well to get
information from Iraqi prisoners.  I'm not condoning it or saying it's
right but it's possible that aspect might save lives, both Iraqi and
American.  

Personally I seriously doubt that Active Army forces would do anything
like this so I suspect it might have been reservists and/or national
guardsmen.  This doesn't make it right but generally speaking (and
realizing how dangerous generalizations are) those branches of the
service are less disciplined than the active army.  

I heard a report this morning from a former British commander that some
photos of abuse of Iraqi prisoners were faked since the equipment in the
photo (vehicles) was not deployed to Iraq.
