So this helps how? By making people throw aluminum beer cans in the river rather than glass bottles?

Run that by me again? "We don't allow glass bottles in Missouri's rivers and lakes" - "Ooh, that's where I want to take my next vacation!"

My best guess is that this prevents idiots who are stupid enough to swim in the filthy water from cutting their feet on broken glass on the bottom. If they do something about the drainage around the state, then I might see this as useful, but as they mentioned, far too steep a penalty.

And why would you pass legislation that you feel has too steep of a penalty?
