The Jewish people were always tribal in culture. The Old Testament talks
a length about the government system they employed. Basically there were
priest judges (Hence the book named Judges) that went from town to town
judging and making proclamations. The problem was that with out a
centralized government and King, they felt like they kept getting beat
up by every kingdom in the area. So, they asked for a king to be named
(hence the book of Kings).
So, at the time of Jesus, the Pharisees were the priests of the Jews.
This is after several hundred years of being exiled and all sorts of
other things. The actual land was a Roman province. That's how I
understand it. I may be wrong on a couple of points, but that's the
general idea.

I don't know who the Pharisees were.  Were they the Jewish leadership at
the time?  Can anyone elaborate on the idea above?  Thanks.
