[MLUG - DISCUSSION] good computer for digital recording?

My brother wants to buy a computer with a flat panel monitor for less than
$1,200.  He is planning to run Windows, I'm sure, but if you can give him
a good enough reason to try another OS, he might take you up on it.  He
wants to use the new computer for digital music recording.  What should he
be looking for?  I don't know much about sound cards.  Are their stock
machines that would be very good for this purpose, or will he have to put
something together?  He'll also want DVD/CD-RW or DVD-RW, but I think
those prices are low enough now that it won't matter much.  How much HD
volume is needed for quality multi-track recording?

Any advice will be greatly appreciated, especially if it is coming from
someone who has actually done some multitrack recording on his PC.
