I think it would be fairer to say that some states are capable of
having more than one first tier research university campus, but
others are not.  Neither Missouri nor Louisiana have much reason to 
believe they can want to support more than one such campus.  
California does have 9 UC campuses, but at least 2 of them are 
significantly weaker and/or smaller.  *And* they have over 30 
million people.  If I were Louisiana, I would work to put LSU into 
the top 25 public research universities before I worried about 
putting time and money into a second one.
