I think we should give him a little time to get it down.  After all, we
did note back in October 2002 that some people were storing tons of files
on MLUG but we never developed a policy.  I think it is fair to tell a
user that he has to remove a certain amount each day, but there are limits
(due to bandwidth) on how fast he can clear it off.
