Mike, I swapped ^U and ^Y in nano by editing the source code.  I
think fully-reconfigurable keybindindgs is in the TODO for the next
major version. (As nano slowly creeps towards Emacs...) If you want 
to modify the source, the file is "nano.h".  You can use my patched 
version.  It's at /home/markrages/src/nano-1.2.1-MAR.tar.gz on mlug.
Or http://rages.net/nano-1.2.1-MAR.tar.gz through the magic of 
symlinks.

I don't use Pine so I can't answer your other question.
