Are you talking about Univ. Cal. Los Angeles? Or is there another UCLA?
UCLA (in LA) has, right next to it, one of the busiest interesections in
the world (Wilshire and Westwood). All that traffic probably brings some
cops in to the area.
Another form of LA ticket... I was close to getting a ticket for
jaywalking when I was out there a few years ago. A cop stopped me after I
crossed a street and made me show him my driver's license. Lucky for me,
I was from Missouri, and therefore presumed ignorant of their enforced
jaywalking laws. I have to cross at a crosswalk or I'm jaywalking. He
let me go, but if he wanted to, he could have fined me.
