I know some trucks don't have to have them, but they wouldn't give you two license plates if you only need one :)
I know more people who have gotten a ticket by UCLA then you would want to count. I personally believe they sit there to "harass" the college students
who will pay the fines and not make to big of a stink.

There is a serious lack of warnings for that in the Jefferson City area. I've seen whole rows in parking lots of people without front plates. (and no, I do not mean car dealerships :-P ) I walked by two of them just this morning, here in Fulton.
They do seem to pull you over for just about anything else though. I got a ticket at LU once for "rolling through" (failure to stop) at an intersection that I didn't go through.
