There is a serious lack of warnings for that in the Jefferson City area. I've seen whole rows in parking lots of people without front plates. (and no, I do not mean car dealerships :-P ) I walked by two of them just this morning, here in Fulton.
They do seem to pull you over for just about anything else though. I got a ticket at LU once for "rolling through" (failure to stop) at an intersection that I didn't go through.
