Sounds like you weren't thinking at the time. :-)
Some state's don't require the front plate, but Missouri does. 
That guy was being a jerk. I hate it when I hear about people like that being jerks. Then people wonder why police get a bad rap. Too many people in a bad mood jerking around innocent people on technicalities. That really is a fix-it ticket, and should have been forgiven if you could send the county judge proof that the plate was placed on the front of your car.

Sadly, yes, it is a state law.  <rant>Found this out driving home from 
St. Louis one day.  Cop decided to follow me for about 2 miles, before 
pulling me over.  Complained that I was "following too closely to a 
truck in front of me".  Well, didn't have much choice since he was 
riding my tail that whole time.  And no speeding ticket - I was doing 
about 5 under at the time.  Anyways, pulls me over, gives me a frigging 
ticket for not having a front license plate.  One of those situations 
where the guy was just being a jerk, and was trying to get me for 
something else, couldn't, so decided to be an ass.  $72 or something 
fine for not having a bloody front license plate.
