What you are saying is not possible, because that would mean every one
on the internet would have to apply for a license. By it's very nature,
the internet is bi-directional. It's an interactive media, unlike radio.
Any thing on the internet can source traffic, and has to, whether or not
it's the server or the client.

No, I do not suggest giving up your right, I suggest actually
recognizing that
the pursuit of pr0n is not a basic freedom.  Does the fact that you have
drivers' license make you a better person, more free?  No, it makes you
more
mobile.  This cannot kill open source any more that licensing radios
killed it.
If you want it, it is still available and thousands of people at any
given time
are currently using it.  As for killing email and chat, personally I
would be
happy to see it go away :) Seriously though, that would still be
available to
any with a license.   More communication is not necessarily better
communication.
As for pirate signals, generally those that cause interference are
caught
rapidly, both by the FCC and by hams.  If you wanna see an angry ham,
put up a
beacon that regularly kicks over the local repeater.  Those with the
'legit
servers' would have the know how to secure their servers and be
responsible to
do such.  Without accountability there is no responsibility.  Liberty
without
law is license.
