It didn't? Let me tune into Michael's station, I'd like to hear what he has to say... Oh wait, he can't afford a license...
For that matter, the Open Source movement is based on the ability of the average geek to contribute his $.02 to it. If you lock down the internet to licensed users, then only corporations can contribute, and they're not going to do so in a free manner.

Which they don't already. The people with these licenses are going to be companies like Microsoft and Lowes. We've seen how well THAT works out...
