That would not have made much of a difference with blaster and Nachi.
The scanner used only ~20k per second to do its scanning. You would be
surprised the number of dial up accounts that have compromised and are
still sending out those two viruses.

The true answer is smarter routers who analyze the traffic and can
decide what is strange or bad traffic and turn it off automatically.

Right, but I think he was trying to come up with a way to prevent the
computer of the average user from being able to cause too much damage if
compromised.  Licensing high upload bandwidth connections to people with
proven skills might be a way of accomplishing that.  To get more than
56k
upload, you have to show that you have a clue about computing.  That
could
work, but I don't think it will happen.
