Right, but I think he was trying to come up with a way to prevent the
computer of the average user from being able to cause too much damage if
compromised. Licensing high upload bandwidth connections to people with
proven skills might be a way of accomplishing that. To get more than 56k
upload, you have to show that you have a clue about computing. That could
work, but I don't think it will happen.
