I believe Microsoft already beat you to this idea. It was WebTV for
Windows 98:

I know you could "surf" the PBS website with out being dialed up but you
had to have a TV tuner card in your computer. It wasn't spectacular but
it was a POC, I guess.

mostly the selection process, radio/tv/cable uses filtration, not sure
how I
would translate that to internet connections. IP wasn't really designed
to do
one-way, but I am pretty sure I can figger it out. :)
