My question would be this: How can you receive on the internet without
being able to send? That's just not how it works now. I have to send
packets to the web server to request files.
Of course, I could do respectable web browsing with very limited upload
bandwidth and broadband download. Maybe that's how you could regulate the
'net better. The computer crackers go for machines with high upload
bandwidth because those machines are both useful (for distributing files)
and dangerous (for ping floods, etc.).
