Who would you pick to run this organization, this would have to be a
world wide multilingual organization and what kind of fees would you
charge? I am just wondering what kind of idea you have on this.

I have thought for a long time now that the internet should be an
extention of
radio or television.  Anyone can receive, but to transmit, you must have
a license.
