So should everyone who has a venerable computer on the internet be
charged a fine for having an unsecured computer?  I'd love to see some
one try to pass and collect that fine.

If grandma opens up a cb and starts causing interence (or her
son/daugter does)
and she operates it even unknowingly she is subject to stiff fines from

fcc, why should this be different?
