Well the figures were indicative of what you get in the UK. Perhaps US firms
are less keen when it comes to looking after their infrastructure :) British
Telecom have a legal obligation to provide a phone service capable of
holding a 28kbit dial up connection, so there's some requirement for them to
maintain a reasonable quality of copper to the doorstep.
