They all are distance limited. Frame relay is a layer 2 protocol. You
could run Frame Relay over ADSL if you wanted to, as it is commonly run
over HDSL and other xDSL technologies to get to the site. DSL just means
that the local loop can be cheaper because it doesn't need as many
repeaters on the line. ADSL is a strange breed because it's piggy backed
on your voice copper to save on facilities costs. That also makes it
hard to insert repeaters. Frame Relay is commonly said to be not
distance limited, because the idea was that it would be used to switch
your data on larger carriers to a phone hut, where it could be "demuxed"
and delivered via local loop. The reason this is cheaper that the
physical solutions (TDM and add drop muxing) is because you don't
guarantee the whole bandwidth.
So, simply said... You're comparing apples to oranges. And economies of
scale don't work as well on commercial provider grade equipment. The
phone line requirement is more in line with the electric power
requirement and emergency services. Requiring bandwidth is not needed. I
don't know where you heard the thing about ISDN, but I doubt it, because
many Telco's never made a decent offering of it. They had to legislate
the phone lines because they were needed for practicality in rural
areas, and every one pays for it in their phone bill. If the phone
company had their way, you would not see phone systems outside urban
areas, unless a group of people ran down to radio shack and bought their
own cable and ran it.

The DirecWay ystem is aiming to be modem free on their load side, AND
support Linux. There is also a company called StarBand that says their
satellite system will provide 100mb per second upload. Who knows if it
is true.
It really is too bad that the phone company could not have delivered
frame relay or other similar technology to the home cheaper. The
technology does not rely on distance to get the higher bandwidth, but it
does rely on dedicated circuits. I guess the Telco switching equipment
is more expensive too, but one would think that the more that was
purchased the cheaper they would get.
How many of you know that there is a law that REQUIRES that you have a
phone line to your home? It is in relation to the ISDN digital phone
lines the phone company was pushing at one time. The point is that I
think before too long you will see a move to enforce a law that
broadband needs to be available to every home. Just my opinion of course
but I could see the Government doing something like that.
