No, it's not. I am unaware of any ADSL service being offered in the
sparsely populated areas outside of the city limits. Cable is less
distance sensitive, and can canvas an entire housing development. ADSL
is distance sensitive, and the phone company wants enough of a user base
in an area to pay for their equipment before they will put it in.
Combine the lower population density, older wiring, and the distance
issue, and you are not likely to find ADSL in any of the areas outside
of the city limits.
Satellite is the only solution.

Well, my parents are considering upgrading from their dialup to
high-speed
Internet access if I can justify the higher price to them. They live
outside the city limits so cable is not an option, but I believe ADSL
is.
I've looked at Tranquility and their ADSL service starts at $54.99 a
month. Is that roughly the price everyone is paying these days or are
there cheaper ADSL services?
I know SBC in conjunction with Yahoo has an ADSL promotion going on
where
you can get ADSL for $26.95 a month, but unfortunately SBC is not in the
Columbia area.
