OK i wrote it I am here to clear everything up.  

I put a street hemi in my neon about 425hp.  It has dual 75 mph NO2
(NOS) boosters. At top speed of this motor i can push about 190 with the
car weight to motor ratio. To achieve the 250 I went top speed of
motor.  And hit the boosters in sequence.  I held 250 for 1.3 secs. 
Then I coasted out cause I cracked the block.  I only achieve this
because of the massive motor and the light car.  I did do this speed at
a legally sanctioned speedway.  And no i dont drive this this car
around.  It is trailered to the races.  I dont have any photos of my car
off hand.  They are all in St. Louis.  When i go home next month i will
scan in a throw up a link.
