Foo preceeded fubar by a few years.  We don't know for sure, but probably
combining foo with bar was motivated by fubar.  Whether fubar (an acronym
for "fucked up beyond all recognition") had anything to do with foo is not
known.  There were 500 Foo Clubs in the US just a few years before fubar
and snafu were coined, so I think there is likely some connection, but
this is an absurd idea according to some people.
