The contraption in the belt isn't so hard, its the shirt thats hard. My thought is to run vein sized tubes through the threads that either are made of, or contain a heat conducting material, and tie these to the "cool" tubes. Another problem though, what do you do with the heat? A heat sink around the belt would release the heat right back onto the person. In the case of some of us, dunlap disease would be really painful (Dunlap: n. Portion of belly which 'done lapped' over the belt.)
