Serving your web pages with apache will be straight forward. Everyone
just needs a public_html folder in their home directory or whatever.

I'd go with giving users shell accounts - if they're going to have PHP
rights you're basically going to be letting them run executables anyway.
You probably want to run a chrooted environment for them and only let
them log in via ssh.

Front Page extensions are available for apache, but there were in the
past reports of stability problems. Can't say I've heard any recent ones
but you may wish to investigate in the apache newsgroups or mailing
lists.
