I would hazard to say that what you have seen in the past is folks 
wearing masks as protection against
airborne pollutants so common in over industrialized and over populated 
city centers.  This condition is
made worse by high temperatures, and combines to make these areas more 
dangerous for prolonged
exposure than Los Angeles on its worst smog alert day.  (they were just 
starting these alerts when my
family moved from LA).
