The problem might be in the connection between MOREnet and MU:

18  co-r10-01-POS1-0-0.mo.more.net (150.199.7.26)  28.248 ms
19  umc-atm4-0-0-200-aal5.gw.more.net (150.199.4.250)  186.406 ms

that jump in latency is pretty consistent.  Of course Mr. Proticon is
apparently connecting from/through the Pritchard household (lanscape.net)
which I happen to know fills their T1 to capacity pretty consistently.
