This brings up another "why it wouldn't work". Immigration. We would love to subsidise every Einstein for having 30 or 40 kids, but frankly we can't. We can't even keep equal opportunity education in our nation, how could Mexico? (I know, I know, 0 = 0, equality...)
An uneducated Hispanic or other dispariged group would find it hard to carry around a cirtificate of genius, no matter how smart they are. Whats worse, Microsoft is annexing Mexico, so the intellegent Mexicans, for example, will be comatose by the time we find them, and unable to reproduce.
