Unfortunately, the last statistic for poor Americans was about 20%, so no, this isn't adjusted for cost of living, unless pokemon is as vital to an american child as food is to a Chinese child.

I know, and seriously speaking, its what Canada declares its poverty rate. America set its poverty level relatively high, and Canada followed suit. I just like disparaging Canada, I have friends from there who always feel the need to correct my delusion that nobody lives in Canada. Force of habbit.
