On what she mentioned at the end, about having kids late in life. If thats truely the cause, the subsidy could specify a minimum qualification age.

Yes, sadly true. The majority saw Hitler, a lot of the rest read Heinlein. Neither wants some government paper-pusher telling them they can or can't have kids. Nobody will admit that it doesn't exclude you from having kids, it just doesn't reward you for it.
