Sure.  (Health and IQ are correlated, by the way, and both are correlated
with education.)  So we work a little extra bonus into the system for
educated people who have kids.  Keep overall revenues the same.

You know what the problem is?  As soon as anyone talks about this, they'll
be attacked as if they're some sort of Nazi eugenicist.  All the experts
on eugenics and forced sterilization will use the public interest in the
topic to get their next 15 minutes of fame.  Everyone will forget that it
was a simple, harmless plan that could only have helped us, it won't be
enacted, and we'll move on to the next thing.
