Its not simply the poor that are breeding, its the system abusers that eventually will out-breed the rest in a system so prone to it as this. Further, a penalty for fly-by-night fathers would help as well.

There are a lot of inner-city places that offer free contraceptives to the
poor... so that is already out there. and there are places that off
low-cost birth-control for women.  And the govt will pay for educating the
poor, if they poor wanted to be educated. There are many grants out
there... (not just those damned loans) and you ahve to be poor to get
those! I got one this year for my schooling :) YAY!! Cause i am poor!  not
all the poor people are stupid either... just bad circumstances for some.
I do believe there should be a limit on children! my aunt just had like
her 15th kid or something and NOW just got fixed!!! well, maybe not that
high of a number but with this husband she has like 6 or 7... (all girls i
might add) I think we should maybe tie tubes or something after like #2 or
3... more than 3 is just kind of ridiculous! unless you just had
septulets! then, you better get fixed! ;)

Sometimes non-rational ppl have very rational chilren.. or stupid ppl have
smart kids! i have SEEN that in a few cases. and not all children of
geniuses are geniuses too. ;)  it all depends!!
