I make 26,000/yr, and pay 37%. If I qualify for EITC, it will reduce to about 35%. 

I could reduce that to about 29% with a spouse, then 15% with one child, 5% with two, and I would be getting paid by the government if I had three. Obviously it would be stupid to try to raise a family of four on 24,700/yr, but the change from paying to being paid of that extra child would make it 26,000/yr + food for the family, along with several other benefits. In other words, for having that third kid, at my income level, I've basically made myself tax free, and the government picked up the tab for the children. This is oversimplified, and there are costs to having children that would make it less than profitable, but its an incentive for low income children to be had who will be less able to succeed in life due to their economic background.
