Well, higher ed was the *first* thing that got cut here, but remember that
the $2 million was just the one campus; I think the total was $14 million
for all of UM. And the 2004 budget is going to be a complete blood feast.
Really, they basically haven't gotten started on it yet, and when the
Moody Report figures turn out to be closer to reality than what they're
working with, it could get completely ugly.

Well, they faced a serious problem, namely that they'd cut higher ed here
more than almost any other state in the past two years and it really,
really looked pretty bad. Doing it again this year would probably have
been politically very risky. I'm trying to be an optimistic guy, but I
have no faith that the 2004 budget will turn out to be anything but
completely brutal. Brrr...
