I have wondered this myself sometimes.  On my more bitter days, I
think they've decided that what we should really do is just send
Word file attachments to each other.  I often find it ironic that
the very best email/news client I've ever used was a wildly hacked
on emacs mode (called "batmail") that just worked (tm) and that I 
have never had a set-up anywhere near as good since then despite all 
of the alleged advances in such things.
