Well, yeah; that's why I thought it was funny.  I know it costs
*something* to generate a document that can be circulated and to
which the relevant parties could sign on, but all these
"consultants" are going to do is customize an off-the-shelf plan and
run a few numbers, which is pretty nice work if you can get it.
