All the planning in the world isn't going to pay for the bandwidth once the implementation is done. Setting up the APs would be no problem, and could be done at an extremely reasonable price. Its paying for the bandwidth everyone is going to suck up that would cost an arm and a leg.
MOREnet has spoiled us with fast internet at free or near free prices. Who is going to cough up the $1,000 or more dollars a month for bandwidth for downtown?
Is it unmonitored bandwidth, if there needs to be a firewall who decides on the rule set?
Do you have to filter content? These questions along with about 80 others would have to be answered also.

I don't think you're going far enough. "draft a development plan" would
indicate that this is just the discovery/planning phase without mention
of actual implementation. I think there's people on this list that
could lay it out with a free weekend and plenty of beer+pizza. Yet
another situation where the consultants want to get together to charge
you money so you can find out how much your consultants are going to
cost you.
