When I set up automated recordings from my digital cable box I wound up building a serial-controlled remote control from scratch for about $30 in parts (easily reduced to $10). It's fairly reliable. The biggest issue was finding a spare serial port; I wound up disconnecting my UPS. The LIRC has decent schematics for a remote.
