I could think of at least a couple of reasons. One, how many people actually
keep track of what laws have been passed by the legislature by the end of the
session (and the number of drafts proposed)? Also, nobody I know spends their
free time at the library trying to catch up on decades of irrelevant
ordinances and other crap just to come up with a gem like this one. I wonder
why it was passed at all. There must have been a reason.
