The craziest thing about it all, I think, is that the legislature could
have repealed the law the minute the University wanted to start charging
tuition.  The only value in the law, it seems, is to prevent the
University from going against the wishes of the legislature.  It doesn't
look like that's what happened here, but I could be wrong.  If I am wrong,
why did it take so long for action to be taken?
