I see.  That makes sense.  But they can delay repayment indefinitely,
right?  If so, they can squeeze out of it.

The situation is patently absurd.  It's bad for the state.  Very bad, and
no one should disagree.  The students who paid tuition to come to the
university over the past 100+ years believed they were paying a reasonable
price for a service.  They agreed to the terms.  They could have gone
elsewhere.  All universities charge tuition.  To change this
retrospectively is a big slap in the face to all the people who didn't go
to college because it was too expensive.  Shouldn't they be compensated
too?  Think of the affect on their lives.

I find it amazing that an old, forgotten law could cause this much
trouble.  I hope you find a good way out of it.
