I'd search the web for info on this. Bascially you have to have
paid in-state tuition between years X and Y, and maybe there's some
other catch.
I wouldn't hold my breath waiting for a check, though; the judge
still has to rule on the damages question, and you gotta *know* this
will be appealed, since having to pay up in the current situation is
essentially impossible for the state or the university.
