I don't think regular Windows versions have this as an option (may be wrong
though) unless you install other software. Usually only ships with Windows
Server I believe, and I doubt you want to shell out the money to run Win2k
Server on every machine. ftp/telnet may be available if you install IIS,
but why the hell would anyone do that?

Supposedly, Windows can do "roaming profiles" to accomplish this. I've
heard nothing but horror stories in trying to set this up, and have *never*
actually seen it implemented.

Again, I think this is only possible with a Server addition, or some
additional software. As long as you can telnet in, it could be
accomplished (probably) with simple batch files.
For what you want to be able to do, *nix certainly sounds like the choice
to go with. Any MCSE's on the list?
